LOG4J in a tomcat webapplication on a server doesn't create log file

I have a web application in tomcat8, and i insert in my code log4j.
In my local tomcat8 in my pc the application create with log4j the ....log file
in my home in ubuntu14 (linux)

i have cretaed the same situation on server on aruba.it with a machine with ubuntu14 and tomcat8
but on the server on aruba.it the file ......log has been created.

in log4j.properties i use this:
#LOGGER
log4j.rootCategory=DEBUG, APPENDER_OUT, APPENDER_FILE

#APPENDER_OUT
log4j.appender.APPENDER_OUT=org.apache.log4j.ConsoleAppender
log4j.appender.APPENDER_OUT.layout=org.apache.log4j.PatternLayout
log4j.appender.APPENDER_OUT.layout.ConversionPattern=%5p [%t] (%F:%L) \u2013 %m%n

#APPENDER_FILE
log4j.appender.APPENDER_FILE=org.apache.log4j.RollingFileAppender
log4j.appender.APPENDER_FILE.File=<name log file>.log
log4j.appender.APPENDER_FILE.MaxFileSize=100KB
log4j.appender.APPENDER_FILE.MaxBackupIndex=1
log4j.appender.APPENDER_FILE.layout=org.apache.log4j.PatternLayout
log4j.appender.APPENDER_FILE.layout.ConversionPattern=%d{yyyy-MM-dd HH:mm:ss} %p [%C:%L] - %m%n


why?
